The law requires dogs
wear collars at all times in public, with an exemption for working dogs
that are actually working at the time. On the collar should be
the name and address of the owner. It is an old law and so the
collar does not require telephone numbers. Common sense decrees
that the identity on the collar includes telephone numbers, preferably
mobile as well as landline, rather than the name and address of the
owner. With dog theft such a problem nowadays, the last thing we
need is for a stranger to learn where our dogs live by fussing them and
reading the collar. We are also wise not to have our dog's names
on their collars, so that people cannot call them away from us for
nefarious purposes.
My own dogs have a brass plate set into their collars rather than a dangling disc. Sometimes I work them collard, and extra noise is not wanted. Also, I think that the constant jingling must be irritating to an animal with such acute hearing. The identity plate does have our address on it, which I obscure with a piece of tape, leaving only the telephone numbers visible. It is an uneasy compromise.
One of my dogs has a thyroid condition, so he does not wear a collar at all. Should a jobsworth take the matter further, one would hope for exemption on health grounds. The other dogs wear their collars loose enough to slip off if the dog is caught up in undergrowth or if someone up to no good tries to catch them by the collar. The broad hound collar originated for protection during work, and I still have one with a fang hole right through it, from when my dogs worked other quarry before the hunting ban.
